CALL FOR TENDERS: Comparability Study of the ASEAN Quality Assurance Framework (AQAF) and the European Standards and Guidelines (ESG)

About SCOPE- HE: The EU-ASEAN Sustainable Connectivity Package – Higher Education Programme (SCOPE-HE) is a joint initiative funded by the European Union (EU). SCOPE-HE aims to strengthen student and academic mobility, build EU-ASEAN university networks for joint research, and connect vocational education institutions with the private sector. To strengthen student and academic mobility, within ASEAN and between the EU, SCOPE-HE aims to conduct a series of comparability studies of reference systems, and capacity-building workshops with relevant ASEAN bodies and national authorities.

About the Call for Tenders:

This SCOPE-HE call for tenders is to commission a comparability study of the ASEAN Quality Assurance Framework (AQAF) and the European Standards and Guidelines (ESG).

The purpose of this comparative analysis is to contribute to mutual trust between the two regions and improve the understanding of the AQAF in Europe and of the ESG in ASEAN. It is expected that the mutual understanding, transparency, and trust generated by the process would be able to facilitate qualification recognition, support the mobility of learners and staff, and enhance opportunities for future cooperation between ASEAN and Europe.

Eligibility:

This call for tenders is eligible for organisations or individual entities consists of ONE Lead Researcher and (optional) up to THREE junior experts / research assistants.

28 October – 1 November 2024 Proposal shortlisting (including interview)
1st week of November 2024 Announcement of selection result and contract start date
November 2024 – 2nd week of January 2025 Desk research
2nd week of November 2024 Present ongoing findings at a SCOPE-HE policy dialogue
2nd week of January 2025 Submission of first draft of final report
3rd week of January 2025 Editing and proofreading process
4th week of January 2025 Submission of final report
February 2025 Publication and dissemination of report to key ASEAN and EU stakeholders in collaboration with SCOPE-HE team

 

Anticipated budget: Up to 19.990 Euro

The application should comprise CV of the Lead Researcher and research assistants and proposal (include research design and methodology, preliminary bibliography for literature review, proposed work plan and timeline and detailed cost breakdown).
